By 1913 the receipts of the Perry Post Office totaled $16,168.85.  The people began to believe that they should have a permanent building and appealed to Congressman Hull for a permanent structure.  Mr. Hull received Congressional sanction and the Lane and Long properties at Third and Warford were purchased for approximately $6,000.  With this ideal location the Government spent $63,000 for the building and $5,000 for fixtures.  Built of Bedford stone, pressed brick and tile roofing, the building presents a very pleasing appearance.  It was formally opened on February 15, 1915, when 3,000 proud citizens filed through to see Uncle Sam's new quarters.  

To qualify as a first class Post Office it was necessary to sell at least $40,000 worth of postage annually.  It is seldom that a place the size of Perry can reach this figure but for years Perry did so primarily due to the mailing of "Circus Heralds" which were printed by the Chief Printing Company.  These publications were sent all over the US to advertise various circuses.
